ATCOG has been designated as an Economic Development District (EDD) by the Economic Development Administration (EDA). From this designation, ATCOG is required to prepare a Comprehensive Economic Development Strategy (CEDS).CEDS is a regional planning process focusing on economic development.  The CEDS process results in a five-year strategic plan for regional economic development that is updated annually.  The report is submitted to the U.S. Department of Commerce, Economic Development Administration for review and approval.  Once the CEDS report is approved, the region may apply to receive funding assistance for public works and planning projects related to economic development.

The North East Texas Economic Development District (NETEDD) consists of eleven counties in the “Right Corner of Texas” or the far northeastern part of the state. This eleven- county region has an area of almost 6,547 square miles and approximately 292,958 people.The counties are Bowie, Camp, Cass, Delta, Franklin, Hopkins, Lamar, Marion, Morris, Red River, and Titus.

In consideration of the size of the district, the Board and staff relied on a variety of resources and partners to obtain input into the Comprehensive Economic Development Strategy (CEDS). Meetings with partners were used as a springboard to evoke discussion of economic development issues affecting the region.
